Massachusetts Gathers to Address Housing Crisis

Starting in April, the Executive Office of Housing and Living (EOHLC) spearheaded a series of Statewide Housing Plan Listening Sessions across Massachusetts. From North Shore Community College in Lynn on April 11, 2024, to the final session at Oak Bluffs Library in Martha’s Vineyard on June 4, 2024, these gatherings have drawn attention to the pressing issue of housing affordability in the Commonwealth.

In these EOHLC discussions, stakeholders have identified several pressing issues. The risk of homelessness among seniors due to escalating interest rates was emphasized, as well as the continuing exodus of young people, driven away by the prohibitive cost of living. Concerns were raised regarding out-of-state investors who profit from the housing shortfall, exacerbating the crisis. In response, stakeholders are advocating for robust policy interventions, including zoning reforms and enhanced tenant protections aimed at curbing speculative practices and fostering a fairer housing market. These concerted efforts are essential to aligning with the Commonwealth’s and CLT’s commitment to fostering a sustainable and equitable future for all residents of Massachusetts.

The insights gleaned from the Statewide Housing Plan Listening Sessions provide valuable perspectives for the development of actionable solutions. By addressing these concerns and implementing reforms, Massachusetts can pave the way for housing security and affordability for all.

Impact Story Series: Journey to Stability and Renewed Purpose

In the latest feature of our Impact Story Series, we’re thrilled to share the inspiring journey of Kyle Mason King. A few years ago, Kyle was a resident at Commonwealth Land Trust, navigating through challenging times. His remarkable recovery and unwavering dedication not only transformed his life but also led to an incredible opportunity within the very organization that supported him during his toughest days.

Kyle is now a valued full-time employee at Commonwealth Land Trust, where he continues to inspire and contribute to our community. Here is Mr. King’s story, penned by him, for you to enjoy!

World Community Land Trust Day 2024

May 17-18 is World Community Land Trust Day! To mark the occasion, CLT participated in the Greater Boston Community Land Trust Network’s Lobby Day (GBCLTN). CLT is one of the organizations in GBCLTN. On Lobby Day, staff educated our elected officials on the importance of community-controlled land and permanently affordable housing. GBCLTN’s advocacy platform includes the following legislation:

Tenants Opportunity to Purchase Act (TOPA):

This revenue-neutral tool helps stabilize our housing stock, supports working families, and prevents residents from leaving the state. TOPA grants tenants the right to match a third-party offer when their building goes up for sale. GBCLTN advocated for the inclusion of TOPA in the Affordable Homes Act (H.4138).

Small Properties State Acquisition Fund:

This fund provides forgivable acquisition loans to support Community Development Corporations (CDCs) and CLTs in acquiring properties for a minimum of 30 years. The program requires a local match (PCA, HOME, CDBG, etc.) and is modeled after the successful Boston Acquisition Opportunity Program. GBCLTN requested a $25 million authorization for the Small Properties State Acquisition Fund.

New Construction of Permanently Affordable Homeownership:

Currently, Massachusetts provides no public funds for building affordable homes for first-time homebuyers that will remain affordable long-term. Instead, funds are committed to the Commonwealth Builder Program, which restricts affordable protection to just 15 years in most of the state. GBCLTN advocated for the creation of opportunities for new construction of permanently affordable homes.

Real Estate Transfer Fee:

GBCLTN emphasized the importance of keeping the real estate transfer fee in the Affordable Homes Act (AHA) Properties State Acquisition Fund (SPAF) because it is a vital source of revenue that benefits community land trusts.
